Stubbekøbing
Stubbekøbing has its roots as a market town and fishing village dating back to the 12th century.
Today, the town has approximately 2,250 inhabitants and is about a two-hour trip by public transportation to Copenhagen and an hour and a half drive.
Travel to to Lübeck is currently much more difficult than it will be upon completion of the Fehmarn belt, with travel taking three hours by car and seven hours by public transport to Lübeck. Increasing housing and building stock, cultural and leisure experiences, and sustainable tourism are cross-cutting planning issues in the area.
Planning context
The population has remained stagnant, and the town is facing a decline in services and an aging population. Services were transferred outside of the town after the regional reform of 2007, which placed Stubbekøbing under the Guldborgsund Municipality. Nykøbing-Falster is the largest city within the municipality and draws the most resources for investments and public planning. A number of stakeholders such as the municipality, business people, cultural organizations and local citizens play a significant role in the future development of Stubbekøbing.
Demographics and Services
Flexbolig or the flexible housing scheme, attracts some residents to the town by allowing second homes to be inhabited year-round. Additionally, the lifting of the town's facades on the old townhouses by flexible homes makes the town attractive both to locals and tourists, who encounter an idyllic and renovated market town. However, flexible homeowners participate less in community life, do not pay municipal taxes, conduct grocery shopping on a weekly basis, or send their children to the local school.
Guldborgsund Municipality wants to develop Stubbekøbing to attract both settlement and tourism. The town's history as a market town and harbour town is an important starting point for strategy development that focuses on strengthening valuable cultural environments and place-based potentials. Various efforts have been made on how the existing commercial harbour can be transformed to accommodate different urban functions, with the latest municipal plan placing increased emphasis on creating a cultural revitalisation of the harbour area.
Settlement and Tourism
The harbour has been a site of revitalization and is of historic importance. The harbour includes a marina and commercial port. A new project led by the Projekt 4850 business foundation aims to preserve the cultural and industrial heritage of Stubbekøbing and create a new focal point for both tourist and local activity. The silo has fallen under disrepair and disuse, but under Projekt 4850 it will be transformed into a cultural and tourism attraction with a viewing tower. Creative professionals will be able to find support and exhibition space at the new renovated silo.
Projekt 4850 also aims to increase job creation and attract young residents. Projekt 4850 is currently not funded by the Guldborgsund Municipality, but the sale of the silo to Projekt 4850 was successful and plans for the renovation are underway. They will take place over the next three years.
The Harbour Revitalization
By attracting tourists, intellectuals, artists and the local population to the harbour area, it is hoped that positive effects will be felt throughout the region of Lolland-Falster. Louisiana Art Museum has shown interest in holding exhibits in the renovated silo and it could bring international artists to the town. World-renowned artist Danh Vo is on the project board and has a deep interest in bringing more cultural opportunities to the area where he also lives.
Citizen participation is key to the silo project and the foundation has also committed to ensuring citizen involvement in the development of the project. It has been part of the co-operation agreement with Roskilde University that students explore methods for what this citizen involvement could look like.
The recreational marina currently offers a slipway, shopping, barbecues, toilet facilities, a kiosk and a playground. Improvements to the Havnepladsen were made in 2018 by ETN architects under a “Områdefornyelse” plan and a new leisure harbour was created with a waterfront bridge, outdoor kitchens and space for activities. Projekt 4850 continues the work of the municipality to animate the harbour area.
